Pre-purchase car inspection in Napier & Hastings
A mix of town cars and orchard, vineyard and rural vehicles, with a strong supply of utes and vans that have worked for a living.
Flood history
Hawke’s Bay has had serious flooding. A flood-damaged car can be cleaned up to look ordinary while its wiring, electronics and interior structure quietly fail months later — and a car does not have to be a declared write-off to have been through water.
- Lift the boot floor and the spare-wheel well, and feel the carpet underlay for damp or a waterline mark.
- Smell the cabin with the doors shut — a musty or heavily perfumed interior is worth a hard look.
- Silt or fine grit in the seat rails, the spare-wheel well and under the dashboard.
- Corrosion on seat-rail bolts and under-carpet electrical connectors.
- Condensation inside headlight and tail-light lenses.
- The written-off and damage records on the registry — this is the one a walk-around genuinely cannot tell you.
What Napier & Hastings does to its cars
- Cyclone Gabrielle produced 2,893 motor insurance claims in Hawke’s Bay on the Insurance Council’s count to late March 2023. Source
- The Insurance Council warned after the cyclone that there is no robust system to catch uninsured flood-damaged vehicles, the ones a register check can miss. Source
- The recovery taskforce collected more than 1.65 million cubic metres of silt from orchards, farms, roads and homes, and silt is what a flooded car hides under its carpets. Source
- Hawke’s Bay grows 64% of New Zealand’s apples, so orchard utes and vans that have spent seasons on dirt rows are a real part of the market. Source

Should I worry about Cyclone Gabrielle flood cars in Hawke's Bay?
It is worth checking. By late March 2023 insurers had logged 2,893 motor claims in Hawke's Bay from the cyclone. Insured write-offs go on the NZTA register with a water-damage note, but the Insurance Council warned that uninsured flooded cars have no such safeguard. Check the written-off record, then look for silt in the seat rails, a tide line under the carpet, corroded seat bolts and misting in the lamps.
Can a flood-damaged car legally be back on the road?
Yes, if it was repaired properly. A water-damaged vehicle has to be inspected, repaired and certified by a specialist repair certifier before it can be re-registered, and Consumer NZ says the flood damage and repair stay on its record. That is the honest version. The risk is a car that was never declared. Ask directly whether the car was in the February 2023 floods, and get the answer in writing.
